The skills cost 0 SP, 0 coin so don't worry too much. Just talk to The Elder and select the 2nd option on the list: Learn Manufacturing Skill. If you have the booklet, you will be able to learn the skill. Also note that the Bookseller sells these skill books. He has a quest icon over his head, but do not take the quest. You will end up purchasing one of these books. I know some people who have been "scammed" by the NPC due to their ignorance concerning the matter.
